Liz baby, you're losing your touch.  Don't let the BOB award get you down.  My daughter's idea for govt spending.  Since she doesn't trust the govt's ability to use $$ effectively, set a certain amount of the budget to be managed as it currently is, ie 30% approx.  The rest, she says, would apportioned directly by voters.   The ballot would allow the voter to fill in percentages for agencies.  I told her it would take an amendment to make that stick, but it's an intriguing concept.  My tuition dollars at work.
